Founded 3200 years ago, Shumen is the capital of an historical Region keeping the memory of the Thraces, the Romans, the Byzantines, and also of the 2 capitals of
the First Bulgarian Kingdom - Pliska and Véliki Preslav. The city is located at the North-East of the country, in a region which is beloved by the bulgarians: it is the ground where Khan
Asparoukh inserted his spear while saying: "it is here that will be Bulgaria! "
It is at the time of the National Awakening that the city knew its very great effervescence. In Shumen were created the first school, the first public library and
the first symphony orchestra in Bulgaria. It is still in Shumen, just as in Lome and Svichtov that the first reading center was inaugurated. It is precisely in Shumen that was held the first
stage performance and the High figures of the Bulgarian Rebirth came to develop their activities. The first Bulgarian dramatic work was written in Shumen. It is again in Shumen that on May
11, 1813 was held the first public celebration of the festival of the writing and of the Bulgarian culture, that of the Saints Cyrille and Method. Eventually, It is here that the first
brewery was built, and the beer of Shumen is even today among the most famous.

On the territory of the municipality several cultural and natural sites are located, amonst which the following historic buildings, archaeological and architectural:
- the Fortress where the city was located until the 15 century,
- the regional Museum of history - a true heritage of single objects being also one of the first museums in Bulgaria
- the monument of the Founders of the Bulgarian State built at the time of the 1300 birthday of Bulgaria.
- the Tombul mosque, largest and best preserved monument of the Moslem culture in Bulgaria, is both a place of interest and a Moslem temple.
- the archaeological and historical national Reserve "Madara" is famous for its rider cut in the rock. Single in Europe, the Rider of Madara is inscribed in the list of UNESCO of world
heritage.
Pliska was the first capital of Bulgaria as of its foundation in 681 by Khan Asparouh. Its name is related to the conversion of Bulgarian with
Christianity in 864 and the diffusion of the Slavic.
Véliki Preslav is the second Bulgarian capital. It is affirmed like one of the most powerful Christian and literary centers, for the period named the Gold Century of of the Bulgarian
culture.
It is a rare city, with pedestrian alleys and parks, relayed by terraces of coffees, fountains and shops.
The dramatic Theatre, the Art gallery, the muppets theatre, the regional library, the philharmonic Orchestra develop the cultural activities in the city.

The 761 procession of the Holy Miracle gathered hundreds of people in the streets
of the historical center of Santarém.
This great celebration began in the morning with the veneration of the Holy Sacrament at 11:00.
Then a mass was given followed by a procession around the main streets of the historical centre of Santarém.
Once back into the church, a closing ceremony was given by Priest Manuel Borges and the archbishop of Santarém.
The Holy Miracle sanctuary is a cult centre and one of the most visited pilgrimages in
Portugal.
The sacrament of the Holy Miracle is the living memory of the transformation of the host into blood in the XIII century.
Pilgrims from all over the world are coming to prove their devotion. They come from Ireland, USA, Philippines, Poland, Brazil, England, Spain, Italy and Portugal of course.

The IMPAIR project, proposed
by Evora (Pt) Municipality - in partnership with the cities of Idanha-a Nova, Métrola (Pt), Úbeda (Sp), Arles (Fr), Larnaca (Cy), Osijek (Hr) and Birgu (MT) - was accepted for the first phase of
selection by the program CULTURE within the framework of “2008: European year of Intercultural Dialog”.
This project is based on two principal lines:
- The modern oral tradition
- Musics and popular traditional songs of the Southern and Mediterranean Europe.
The objective are three folds:
- A united European cultural territory;
- The development of the cultural co-operation between cultural creators, agents and cultural institutions to promote European citizenship;
- The encouragement of the intercultural dialog; the transnational circulation of cultural and artistic works and products, the promotion of the
transnational mobility of the cultural agents.

During Slovenian and French presidency of the European Union and on the occasion of the 10th anniversary of the Council of Europe' Culture'
high ways, the European Arts center of Saint Martin de Tours will connect Hungary, Slovenia, Italy and France, on the steps of Saint Martin from his birthplace (Szombathely) to the city of his
rest (Candes-Saint-Martin).
On April 27, two youth, a French and a Slovenian, plan to travel on foot through this way of some 1 850 kilometers to arrive in Tours, in July 4. They will symbolically carry out the course by
foot and bicycle, while crossing every Martinien city.

Vienne and the international youth mobility
International youth mobility constitutes today one of the priority of our city.
Several measures were taken in order to open an information office dedicated to youth and international issues :
- creation of a Europe's information office,
- provide regular help for the European voluntaries,
- support to the city of Vienne' youth who intend to travel abroad,
- participate to youth meetings and cooperation works
- and set up of trainings for those in charge of Vienne and its partner cities.
The city of Vienne is launching this month a new call entitled “Viennois : World actors” to support international projects created by young people (aged between 18 to 25 years old) from Vienne.
The following themes are eligible:
- Europe’s day (May 9, 2008)
- European citizenship
- European Union countries
- 2008, European year for intercultural dialogue
- Vienne with the other partner cities: Albacete (Spain), Esslingen (Germany), El Jem (Tunisia),
Goris (Armenia), Greenwich (United states), Neath-Port Talbot (UK), Piotrkow Trybunalski (Poland), Schiedam(Holland),Tipasa (Algeria), Udine (Italy) et Velenje (Slovenia).

This appeal for a proposal was the initiative of de Lisa Rost, a German girl, who has been running a European voluntary service* in Vienne since September 1st 2007.
(The EVS is a European union program allowing youth in Europe to gain a work experience by working voluntarily in a non lucrative structure abroad. Beside their missions, voluntary people can lead
their own personal project.)
