From 18 to 20 October, representatives of the 14 towns and territories from 7 European countries, who created throughout almost three years the method quality and the European Label Qualicities®, met in a conference, organized at Pécs, in the Baranya (Hu) department.
During this ultimate project session (co financed by the European Union / Interreg IIIC program), the label Committee chose to award, based on independent reports made by AFAQ-AFNOR, the label  Qualicities® to the first five following cities: Birgu (Mt), Evora (Pt), Anderlecht (Be), Arles and Vienne (Fr).
 
Partners also had the opportunity to visit the brand new museum created around the site of the Paleolithic Christian necropolis, classified by the UNESCO on the world Heritage list, around Pécs' cathedral (Sopianae for the Romans).

On October 12 and 13, the members of the AVEC administration council met in Birgu (Malta). This session enabled the members to discuss the development of the network and the cooperation projects directed or initiated by the cities within the framework of European co-financing programs

ECOPAS - meeting of May 9th in Evora, Portugal
The team of the City of Evora, Christian Mourisard, representing the City of Arles and Hervé Passamar, research director of the regional agency of the heritage of Provence, Alps and Riviera region (PACA), met in Evora, Portugal to analyze the content of the project ECOPASS proposed by the City of Evora.

The objective:
The project is intended to design, develop, test, apply and get known a local methodology which makes it possible to create indicators to evaluate the economic repercussions of the effort developed by the local governments in their heritage (cultural, material, immaterial and natural).

The indicators of impact on the local development will be managed in partnership with the members of the AVEC network and could be applied in various contexts of the European territory. This requires the constitution of an observatory, which for the post-project period will be able to instigate a network of local observatories for the sustainable development, based on the heritage.

The partnership:
The project will be implemented by a European team led by Evora, integrating the elements given by all the partners.
Considering the characteristics of the project, its framework, and the result of the QUALICITIES concept, with regard to the application and the test of methodology, Evora judged necessary to constitute two sub-groups of partners.

Aiming to create a method for transversal calculation of the European space, its objective is to check the heterogeneity of the partner’s intragroups. It was decided that the ideal number partners is 10.
- LEADER: City of Evora
- Group of reference: 5 partners already committed in QUALICITIES’ project.
- Group of control: 5 partners not involved in this project.

Planning and budget:
The project would last 36 month. In terms of financial costs, a total value of investment of 2.270.000,00 € was required, and each partner, except for the leader, will have to invest an amount estimated at 215.000,00 €.

Evora suggestion, was of a great interest to the city of Arles and the regional Agency of heritage PACA but the latter considered that the project was perhaps a little too ambitious according to the observatory of the PACA Region' experience in this field. Hervé Passamar insisted that work should only be focused on built heritage, to facilitate the set up a project' methodology. Cultural and natural heritage could then be the subject of a second thorough inquiries.

It is important to insist on the perennial aspect of such a project to be sure that it is approved by the European Commission. Establishing a European network of observatories would answer these priorities and allow the best  results of the analysis in the post project period.

Regarding the application, the City of Evora would be a leader and two sub-groups will be in charge of technical coordination:
1) City - University of Évora
2) City of Arles - Regional Agency of Heritage PACA

The general assembly of the AVEC network met in Tours on March 16 for the 10th anniversary of the network.

The City of Tours offered to the participants conferences, workshops, exhibitions and cultural events linked to heritage and Europe.

A work program around the topic of QUALICITIES (European label awarding sustainable policies in cultural cities and territories) was organized and new projects for 2007 were presented to the assembly.

Three new members joined the network officially : the City of Bastia (Corsica, France), the city of
Aix-en-Provence (France) and the City of Melilla (Spain). Welcome to the new members.
