Last May 9th, a meeting of the Portuguese cities members of AVEC network was held in Evora, to introduce the quality
approach and the future Qualicities label.
Christian Mourisard, president of the AVEC association, attended this meeting during which the Cities of Indanha-a-Nova, Tavira and Santarem were given an opportunity to discover the Qualicities
project label. Everyone expressed his wish to join soon this approach. This is a big step forward for this European label in its starting phase.
From
March 5th to 31st, Mr. John Boxall, Mayor of the City of Birgu and Mr. Nuno Domingos, Head of the culture and social affairs department of the City of Santarem in Portugal, came to France to
observe on the spot operation and local activities developed by some of the older members of the network, and to exchange with them experience concerning the valorization and methods to conduct
the local heritage, and at large the work of the institutions, and the practices of sustainable development of the historical cities and territories.
They have visited the city of Rennes, Tours, then the Communauté d’agglomération Hérault Méditerrannée and ended their stay in the city of Arles.
Nuno and John made a very positive assessment of their stay which enabled them to discover other ways of thinking, working on Heritage, and managing the city council departments...
They wish to address a great thanks to all the people who hosted them so nicely and who were available, to listen, and help them to understand local activities. The reports of John Boxall and

European Cultural Cities” :
In this letter you will find information
concerning the life of our association and the local activities of its members.
We take a particular care into editing Civilitas! We want it to be pleasant to read and interesting for everyone. I also remind you that Civilitas is now available in two languages (French and
English). I invite you to make it known widely within your community and near your local, national and European partners (twin cities, project partners, etc).
With every new issue, is attached one or more files presenting AVEC projects. The new file which accompanies Civilitas n°7 deals with the 10th anniversary of our European network.

The general assembly of the AVEC network met in Tours on March 16 for the 10th
anniversary of the network.
The City of Tours offered to the participants conferences, workshops, exhibitions and cultural events linked to heritage and Europe.
A work program around the topic of QUALICITIES (European label awarding sustainable policies in cultural cities and territories) was organized and new projects for 2007 were presented to the assembly.
Three new members joined the network officially : the City of Bastia (Corsica, France), the city of
Aix-en-Provence (France) and the City of Melilla (Spain). Welcome to the new members.

The president and the general delegate met the officials of the department of international relations of the Ministry of Culture (department architecture and heritage) to review the actions planned for 2007 within the framework of cooperation between the French ministry and the Alliance of European Cities of Culture.
Today, the general delegate of the network, Raphael Souchier, participated in a meeting organized by the Council of Europe within the framework of the project “intercultural
dialogue and cultural exchanges”. The meeting dealt with the creation of a method of heritage mediation centered on “shared heritage” aiming at making easier the appropriation of local heritage
by population from different origins and taking into account the numerous heritage located on a territory. This reflection has one main priority: provide to local officers in charge of mediation
of heritage, working tools born from an exchange of experience between technicians and researchers. An experimental workshop concerning this domain, will be held in Timisoara (Romania) at the end
of April 2007.
This reflection could be very useful to the AVEC network because it actually answers the 4th chapter of the charter: heritage and sharing of cultures.”
