The IMPAIR project, proposed
by Evora (Pt) Municipality - in partnership with the cities of Idanha-a Nova, Métrola (Pt), Úbeda (Sp), Arles (Fr), Larnaca (Cy), Osijek (Hr) and Birgu (MT) - was accepted for the first phase of
selection by the program CULTURE within the framework of “2008: European year of Intercultural Dialog”.
This project is based on two principal lines:
- The modern oral tradition
- Musics and popular traditional songs of the Southern and Mediterranean Europe.
The objective are three folds:
- A united European cultural territory;
- The development of the cultural co-operation between cultural creators, agents and cultural institutions to promote European citizenship;
- The encouragement of the intercultural dialog; the transnational circulation of cultural and artistic works and products, the promotion of the
transnational mobility of the cultural agents.

During Slovenian and French presidency of the European Union and on the occasion of the 10th anniversary of the Council of Europe' Culture'
high ways, the European Arts center of Saint Martin de Tours will connect Hungary, Slovenia, Italy and France, on the steps of Saint Martin from his birthplace (Szombathely) to the city of his
rest (Candes-Saint-Martin).
On April 27, two youth, a French and a Slovenian, plan to travel on foot through this way of some 1 850 kilometers to arrive in Tours, in July 4. They will symbolically carry out the course by
foot and bicycle, while crossing every Martinien city.

Shumen (in Bulgarian:
Шумен) is a city located in the northeastern part of Bulgaria. It has some 100 000 souls and is the capital city of the province of Shumen.
One can discover there the remaining of the Thraces' sites dating from the 4th century AD to the 14th century. Under the Turkish yoke, Shumen was a remarkable military fortress and its Tomboul
mosque built in 1744 is still the largest of the Balkan region.
One can also visit the district of the pretty houses of the Bulgarian Rebirth. During the 19th century Shumen was the most important center for culture in the area. In 1856, were built the first
theater and the first orchestra!
Shumen is also known by its brewery (the oldest in Bulgaria) and the lovely Kechkove park.
In 1981 for the jubilee of the foundation of the Bulgarian State in 681 a very imposing monument was built. It is drawn up on the Iltochov Bair hill and dominates the city by its lion, the symbol
of Bulgaria.

Birgu Council has reproduced and put up the Qualicities sign given by the AVEC network in prominent places in the City (main entrance of Birgu
at Couvre Porte, next to the main bus stop in Birgu, and the Vittoriosa Waterfront) to inform inhabitants and visitors that the city obtained the European Qualicities label.

Vienne and the international youth mobility
International youth mobility constitutes today one of the priority of our city.
Several measures were taken in order to open an information office dedicated to youth and international issues :
- creation of a Europe's information office,
- provide regular help for the European voluntaries,
- support to the city of Vienne' youth who intend to travel abroad,
- participate to youth meetings and cooperation works
- and set up of trainings for those in charge of Vienne and its partner cities.
The city of Vienne is launching this month a new call entitled “Viennois : World actors” to support international projects created by young people (aged between 18 to 25 years old) from Vienne.
The following themes are eligible:
- Europe’s day (May 9, 2008)
- European citizenship
- European Union countries
- 2008, European year for intercultural dialogue
- Vienne with the other partner cities: Albacete (Spain), Esslingen (Germany), El Jem (Tunisia),
Goris (Armenia), Greenwich (United states), Neath-Port Talbot (UK), Piotrkow Trybunalski (Poland), Schiedam(Holland),Tipasa (Algeria), Udine (Italy) et Velenje (Slovenia).
- International cooperation and solidarity
- Youth exchange
This appeal for a proposal was the initiative of de Lisa Rost, a German girl, who has been running a European voluntary service* in Vienne since September 1st 2007.
(The EVS is a European union program allowing youth in Europe to gain a work experience by working voluntarily in a non lucrative structure abroad. Beside their missions, voluntary people can lead
their own personal project.)

The URBACT II information day was held in Paris on January 22, 2008.
Objectives of the new program:
- facilitate the exchange of experience and learning among city policy makers and practitioners in the field of sustainable urban development among local and regional authorities.
- disseminate widely the experiences and success' stories of good practice collected by the cities, and especially the lessons drawn from these projects and policies, and ensure the transfer of
know-how in the area of sustainable urban development;
- assist policy-makers and practitioners in the cities and managers of operational programs under the Convergence and Competitiveness Objectives to define action' plans on sustainable development
in urban areas, which may be selected for Structural Funds programs.
2 main lines:
- Line 1 : Cities are the driving force for Growth and Jobs (=45% of Urbact II budget)

- Line 2 : Attractive and Cohesive Cities (=50% of Urbact II budget)

An appeal for proposals :
- for the 1st appeal to proposals' deadline: February 15, 2008
Concerning this proposal, 23 projects of ‘thematic networks’ will be chosen and 7 projects of ‘working groups’ will be selected.
- 2nd appeal for proposals is due in 2010
